In line with its commitment to supporting food-insecure and vulnerable communities affected by drought, malnutrition, displacement, and other shocks, MAAO prioritizes assistance to the most vulnerable and marginalized households. This includes pregnant and breastfeeding women (PBW), children under two years of age (CU2), persons with disabilities, women-headed and elderly-headed households, and other households identified through appropriate vulnerability and needs-based targeting mechanisms.

Job Descriptions:

Position Summary:

The SCOPE Registrar / Beneficiary Verification & Food Distribution Assistant will support beneficiary registration, verification, and food/cash distribution activities under the supervision of the District Supervisor and SCOPE Focal Point. The position will ensure accurate SCOPE registration, beneficiary verification and entitlement confirmation, and support safe, orderly, transparent, and dignified food/cash distributions, including off-the-truck arrangements where applicable. The position will maintain accurate records, report discrepancies and field challenges, and uphold humanitarian, safeguarding, accountability, and Do No Harm principles. Minimum 2-3 years of relevant experience and fluency in Dari/Pashto and English, both verbal and written, are required.

 

Major Area of Responsibilities:

 

a)      Key Responsibilities

o      Register selected beneficiaries accurately in the SCOPE system in accordance with approved donor eligibility and vulnerability criteria, ensuring complete and accurate data and preventing duplicate registrations.

o      Verify beneficiary identity, eligibility, supporting documents, and approved entitlements before assistance is provided, and maintain records of registered, absent, pending, or unresolved cases.

o      Coordinate with the SCOPE Focal Point, District Supervisor, and Project Manager on registration plans, data discrepancies, system issues, and operational challenges.

o      Support food/cash distribution activities, including off-the-truck distribution arrangements, beneficiary flow, queuing, crowd management, and orderly distribution.

o      Support the identification of safe, accessible, suitable, and adequately sized distribution sites, considering security, beneficiary access, weather, crowd management, and other operational requirements, and report proposed sites for supervisor assessment and approval.

o      Support proper commodity arrangement and, where applicable, weighing or preparation of commodities according to approved ration sizes and distribution procedures.

o      Maintain accurate records of commodities received, distributed, and remaining, where assigned, and immediately report damaged, insufficient, or poor-quality commodities.

o      Ensure beneficiaries receive the correct entitlement without unauthorized deductions, exchanges, manipulation, or other prohibited practices.

o      Maintain accurate daily records and support registration, verification, distribution, and progress reporting, including timely submission of required documentation and statistics.

o      Ensure proper completion and secure return of SCOPE records, beneficiary lists, tally sheets, and other supporting documents, while maintaining confidentiality of beneficiary information.

o      Immediately report suspected fraud, duplication, unauthorized substitutions, missing beneficiaries, incorrect entitlements, security concerns, complaints, or other irregularities through established reporting channels.

o      Inform beneficiaries about their entitlements, relevant project procedures, and available feedback and complaint mechanisms, and refer complaints or protection concerns through established channels.

o      Treat all beneficiaries with dignity, impartiality, and respect, with particular attention to PBW, women, female-headed households, elderly persons, persons with disabilities, and other persons with specific needs.

o      Comply with MAAO policies, donor requirements, humanitarian principles, Code of Conduct, PSEA, Child Protection, Safeguarding, Data Protection, and Do No Harm requirements.

o      Maintain professional and respectful communication with beneficiaries, communities, local authorities, and project staff.

o      Perform other relevant duties assigned by the line manager in support of effective project implementation.

Additional Job Responsibilities

o       The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The Beneficiary Verification Assistant/ food distributer/ SCOPE registrar is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Job Requirements:

Required Qualifications and Experience

·         Bachelor’s degree in Social Sciences, Computer Since, Development Studies, Economics, Statistics, Public Administration, Business Administration, Agriculture, Food Security, Rural Development, or another relevant field.

·         Minimum 2–3 years of relevant professional experience in monitoring, evaluation, humanitarian assistance, food security, food/cash assistance, project implementation, or community-based programmes.

·         Experience in beneficiary verification, targeting, SCOPE registration, data collection, or is highly desirable.

·         Experience working with national or international NGOs, UN agencies, or donor-funded projects is an advantage.

·         Experience working with communities, local authorities, and field-based teams.

·         Experience working in emergency or remote field environments is preferred.

Required Skills and Competencies

·         Good understanding of humanitarian principles, food security, and assistance programming.

·         Knowledge of beneficiary targeting, verification, registration, and food/cash distribution processes.

·         Familiarity with WFP procedures and SCOPE registration is required.

·         Understanding of AAP, CFM, protection, safeguarding, and Do No Harm principles.

·         Good data collection, verification, analysis, and reporting skills.

·         Experience with KoboToolbox, ODK, MODA, or similar digital data-collection tools is an required.

·         Good knowledge of Microsoft Office, and advanced knowledge MS Word and MS Excel.

·         Ability to identify discrepancies, analyze field-level information, and provide clear recommendations.

·         Strong communication and interpersonal skills.

·         Strong attention to detail and commitment to accuracy.

·         Ability to work independently and maintain objectivity and confidentiality.

·         Ability to work under pressure and meet tight deadlines.

·         Willingness and ability to travel frequently to remote and challenging locations.

Language Requirements

·         Fluency in Dari and/or Pashto or Uzbek is required and Working knowledge of English, particularly written reporting and communication, is preferred.
