It handles medicine supply, production operations, and local pharmaceutical distribution.

Job Descriptions:

We are seeking a Civil Engineer to represent our interests during the construction of a brand-new medicine production facility. In this role, you will not design the facility yourself; instead, you will oversee, review, and validate the engineering designs and construction deliverables provided by our external consultancy design firm. Your primary focus is ensuring the consultancy's output matches our operational needs, budget, timeline, and strict pharmaceutical regulatory standards. Key Responsibilities Design Review: Evaluate architectural, structural, and civil engineering drawings provided by the consultancy design firm. Consultancy Liaison: Act as the primary technical point of contact between our internal stakeholders and the external design company. Regulatory Compliance: Ensure the consultancy's designs strictly adhere to Good Manufacturing Practices (GMP) and cleanroom standards. Construction Oversight: Monitor on-site construction activities to verify that execution matches the approved consultancy blueprints. Quality Assurance: Inspect structural materials, cleanroom finishes, and specialized foundations to ensure they meet chemical-resistance specs. Interface Coordination: Verify the design firm accurately integrates complex MEP systems, high-purity water piping, and HVAC bulkheads. Change Management: Review and approve engineering change notes, requests for information (RFIs), and design deviations. Required Qualifications Education: Bachelor’s degree in Civil or Structural Engineering. Experience: 4+ years of civil engineering experience, with a proven track record in an "Owner's Engineer" or project oversight role. Industry Background: Previous experience working on pharmaceutical, biotech, or advanced industrial facility construction. Technical Skills: Proficiency in reviewing AutoCAD, Revit, and BIM models generated by external vendors. Regulatory Knowledge: Strong understanding of GMP facility layout requirements and ISO cleanroom zoning. Preferred Competencies Sharp critical-thinking skills to spot design gaps or omissions by external consultants. Excellent negotiation and contractual communication skills. Strong cross-functional alignment with internal validation, automation, and manufacturing teams.

Job Requirements:

·         Bachelor's degree in Civil Engineering from an accredited university.

·         Minimum of 5–10 years of experience in civil engineering, with at least 3 years in construction supervision or owner's representative roles.

·         Experience in pharmaceutical, healthcare, industrial, or manufacturing facility construction is highly preferred.

·         Strong knowledge of reinforced concrete structures, steel structures, foundations, roads, drainage systems, and utility infrastructure.

·         Thorough understanding of construction methods, quality control procedures, and engineering standards.

·         Familiarity with international building codes and applicable local regulations.

·         Ability to review engineering drawings, specifications, technical submittals, shop drawings, and material approvals.

·         Experience monitoring contractor performance, project schedules, budgets, and progress reports.

·         Strong knowledge of Health, Safety, and Environmental (HSE) requirements on construction sites.

·         Ability to identify construction risks, recommend corrective actions, and resolve technical issues efficiently.

·         Proficiency in AutoCAD, Microsoft Office, and project management software (such as MS Project or Primavera P6) is an advantage.

·         Excellent communication, negotiation, and coordination skills.

·         Strong analytical, problem-solving, and decision-making abilities.

·         Ability to work independently while collaborating effectively with multidisciplinary teams.

·         Professional engineering registration or certification is an advantage.
