Job Descriptions:
Position Description
The Supervisor / Project Assistant is responsible for supporting the effective implementation and day-to-day supervision of First Food Initiative (FFI) Phase II project activities within the assigned district(s). The position oversees field implementation across agriculture, engineering, construction, livelihood training, coaching, and community mobilization activities to ensure they are delivered on time, meet quality standards, and comply with project objectives, donor requirements, and organizational policies.
The Supervisor / Project Assistant serves as the primary field-level coordination focal point between project staff, beneficiaries, communities, local authorities, and the Project Manager. The position supervises field teams, monitors implementation progress, supports problem-solving, facilitates coordination with stakeholders, and ensures timely reporting and proper documentation of project activities.
The Supervisor / Project Assistant reports directly to the Project Manager.
Key Responsibilities
1- Project Supervision and Coordination
· Supervise the day-to-day implementation of all assigned project activities, including agriculture, engineering, construction, livelihood training, coaching, and community-based interventions.
· Ensure project activities are implemented according to approved work plans, technical guidance, project schedules, and donor requirements.
· Supervise and provide day-to-day support to project staff, including engineers, foremen, trainers, agriculture staff, community mobilizers, and other field personnel.
· Coordinate implementation schedules to ensure smooth execution of project activities across different sectors.
· Conduct regular field visits to monitor implementation progress and verify the quality of project activities.
· Identify implementation challenges and coordinate timely corrective actions with the Project Manager and technical staff.
· Ensure efficient utilization of project resources and prevent delays affecting project implementation.
2- Field Monitoring and Quality Assurance
· Monitor project implementation to ensure compliance with approved technical standards, project procedures, and quality requirements.
· Conduct regular supervision visits to construction sites, agricultural activities, training centers, coaching sessions, and community activities.
· Verify that engineering works, livelihood training activities, and agricultural interventions are implemented according to approved plans and technical guidance.
· Monitor staff performance and provide constructive feedback to improve the quality of implementation.
· Identify implementation gaps, operational risks, and quality concerns and recommend corrective actions.
· Ensure accurate record keeping and proper documentation of all field activities.
3- Community Coordination and Stakeholder Engagement
· Establish and maintain effective coordination with district authorities, community leaders, beneficiaries, and other relevant stakeholders.
· Organize community meetings and awareness sessions before and during project implementation to ensure community understanding and participation.
· Support beneficiary mobilization, community consultations, and stakeholder engagement throughout the project lifecycle.
· Facilitate effective communication between project teams and local communities to promote transparency and accountability.
· Support conflict resolution and address community concerns in coordination with the Project Manager.
4- Operational Support
· Coordinate daily field operations and ensure staff deployment according to approved work plans.
· Ensure project materials, equipment, and supplies are available for field activities and report shortages promptly.
· Support logistical planning for field implementation, monitoring visits, and community-based activities.
· Coordinate with the Logistics, Procurement, Finance, and Administration teams to facilitate smooth project implementation.
· Immediately report operational, logistical, security, or implementation issues to the Project Manager.
5- Monitoring, Reporting, and Documentation
· Prepare and submit timely daily, weekly, and monthly progress reports summarizing implementation status, achievements, challenges, corrective actions, and planned activities.
· Consolidate implementation data received from engineers, foremen, trainers, agriculture staff, and other field personnel.
· Maintain complete project records, attendance sheets, supervision reports, meeting minutes, activity reports, and other required documentation.
· Support the collection of project evidence, including photographs, beneficiary records, success stories, lessons learned, and case studies.
· Ensure data accuracy, completeness, and timely submission of reports in accordance with project requirements.
6- Staff Supervision and Capacity Support
· Supervise field staff and monitor their attendance, performance, and compliance with project procedures.
· Provide day-to-day guidance, mentoring, and technical coordination to field teams.
· Support orientation and on-the-job coaching of newly recruited project staff.
· Promote teamwork, accountability, and effective communication among project staff.
· Ensure staff understand and comply with project procedures, technical guidance, and reporting requirements.
7- Compliance, Accountability, and Safeguarding
· Ensure all project activities comply with organizational policies, donor requirements, project guidelines, and applicable national regulations.
· Promote accountability to affected populations (AAP) by encouraging community participation and responding appropriately to beneficiary feedback and complaints.
· Ensure project activities are implemented in accordance with safeguarding principles, including Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, Gender Equality, and Disability Inclusion.
· Maintain confidentiality of project information and beneficiary data.
· Immediately report safeguarding concerns, fraud, misconduct, security incidents, or other risks through established organizational reporting mechanisms.
· Promote transparency, integrity, and professionalism in all project activities.
8- Other Responsibilities
· Represent the project during field coordination meetings when delegated by the Project Manager.
· Support monitoring visits by donors, government representatives, and organizational management.
· Perform any other duties assigned by the Project Manager relevant to the position and project.

10- Protection Tasks
· Consider the protection needs of beneficiaries and ensure to mitigate harm to beneficiaries.
· Support beneficiaries with specific needs to access referral services and additional support.
· Ensure, “Do No Harm” strategies are practiced and the field teams are briefed and guidance provided properly.
11- Additional Job Responsibilities
· The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The livelihood supervisor is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Qualifications and Experience
- Bachelor's degree in Agriculture, Civil Engineering, Rural Development, Project Management, Business Administration, Social Sciences, or another relevant field.
- Minimum of 3-4 years of relevant experience supervising humanitarian, development, agriculture, infrastructure, livelihood, food security or community-based resilience projects.
- Demonstrated experience supervising multidisciplinary field teams.
- Experience working with NGOs, UN agencies, or donor-funded projects is highly desirable.
- Experience coordinating community-based projects and working with local authorities.
Knowledge and Skills
- Strong project supervision, coordination, and team management skills.
- Good understanding of agriculture, rural infrastructure, livelihood, and community development programmes.
- Strong planning, organizational, report writing, analytical skills and problem-solving abilities.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Experience preparing technical and narrative reports.
- Good computer skills, including Microsoft Word, Excel, PowerPoint, and Outlook.
- Ability to work independently, manage multiple activities, and meet deadlines.
- Willingness to travel frequently to remote project locations.
- Fluency in Dari and/or Pashto is required knowledge of Uzbeki is an advantage.
- Very good English skills, including written and verbal communication and report-writing skills, is preferred and experience in usage of digital data collection platforms, i.e., MODA, KOBO, etc.
- Ability to work under pressure, manage multiple tasks, and meet deadlines.

Language Skills
· Fluency in Dari, Pashto, Uzbaki and English language skills (writing, speaking, reading and understanding)
