Field Monitoring Associate – Takhar Province
ARM Consulting is seeking individuals with a background in Agriculture and Livestock to work with us as Field Monitoring Associates to support the implementation of a multi-year monitoring contract. The successful candidate will play a key role in planning, coordinating, and conducting monitoring missions at the district and village levels across Takhar Province.
Specific Duties and Responsibilities
- Implement monitoring plans through scheduled field visits and spot checks across Takhar Province, including capturing and analyzing data in a timely and accurate manner, conducting qualitative assessments on selected sites, and reporting findings to the relevant supervisor. Field visits shall include taking date-stamped digital photographs where appropriate.
- Undertake field monitoring visits during beneficiary selection by implementing partners at the village level within Takhar Province, ensuring that agreed selection criteria and humanitarian principles are consistently applied.
- Monitor agricultural input and cash distribution activities at designated distribution sites across the province and ensure agreed mechanisms are properly implemented throughout the process.
- Conduct post-distribution monitoring to verify that beneficiaries are appropriately using the distributed inputs and applying the technical knowledge provided by implementing partners.
- Monitor training sessions conducted by implementing partners at the community and district levels within Takhar Province.
- Monitor compliance with environmental and social safeguards, including gender considerations, during the implementation of humanitarian response activities such as emergency livelihood assistance, cash-for-work activities, irrigation and water management interventions, and resilience-building activities.
- Conduct community-level monitoring of cash-for-work (CFW) and irrigation restoration activities through regular site visits, verifying compliance with process, safety, and site management procedures (including attendance records, equipment, COVID-19 protocols where applicable, sun shelters, drinking water, and related requirements). Candidates with an engineering background may also provide technical monitoring of irrigation rehabilitation and gabion wall construction activities.
- Monitor the distribution and utilization of emergency assistance packages, including wheat cultivation, livestock protection, home gardening, backyard poultry, cash-for-work, unconditional cash transfers, small farm equipment, and summer crop seed packages at both distribution sites and household/community levels throughout Takhar Province.
- Conduct periodic monitoring of third-party monitoring contractor surveys at the village level to ensure enumerators collect accurate, reliable, and independent data.
- Attend Training of Trainers (ToT) sessions at the designated regional office to understand emergency and resilience projects and the technical aspects of project interventions.
- Conduct ad hoc meetings and interviews with community elders and other relevant stakeholders at the district level, and submit meeting minutes to the Regional Office and the MEAL Unit.
- Submit timely field monitoring reports after each visit to the Regional Office and the MEAL Unit using Kobo Toolbox and/or paper-based reporting tools, as applicable.
- Perform any other duties assigned by the supervisor.
