Job Descriptions:

Afghan German Bakhtar Road & Railway Construction Company (AGB) is seeking a highly qualified and experienced Finance & Administration Manager to lead the finance, administration, human resources, and logistics functions at the Bypass Road Construction Project in Kandahar. The successful candidate will ensure sound financial management, compliance with company policies and Afghan laws, and efficient administrative support for project implementation.

Key Responsibilities

  • Manage all financial operations of the project in accordance with company policies, contractual requirements, and approved budgets.
  • Prepare and maintain cashbooks, payment vouchers, journal vouchers, bank reconciliations, and financial records.
  • Monitor project expenditures and ensure effective budget control.
  • Prepare monthly financial reports and submit them to the Head Office.
  • Supervise payroll preparation, staff attendance, and personnel administration.
  • Ensure compliance with Afghan tax laws, labor laws, and company financial procedures.
  • Manage procurement documentation, inventory records, and office assets.
  • Coordinate banking transactions, cash management, and financial forecasting.
  • Maintain an organized filing system for financial, procurement, HR, and administrative documents.
  • Supervise administrative, finance, and support staff at the project site.
  • Coordinate with the Project Manager and Head Office to ensure smooth project operations.
  • Perform any other duties assigned by senior management.
Job Requirements:

Required Qualifications

  • Master's Degree in Finance, Accounting, Business Administration (MBA), Economics, or a related field is preferred.
  • Bachelor's Degree in Finance, Accounting, Business Administration, Economics, or a related field is required.
  • Professional certifications such as ACCA, CPA, CMA, CAT, or an equivalent qualification will be considered a strong advantage.

Experience

  • Minimum 8 years of professional experience in finance and administration.
  • At least 5 years of experience managing finance and administration for construction, road, railway, or infrastructure projects.
  • Previous experience with government-funded or donor-funded projects is highly desirable.

Required Skills

  • Strong knowledge of accounting principles and financial reporting.
  • Excellent understanding of Afghan tax regulations and labor legislation.
  • Advanced proficiency in Microsoft Excel, Word, and Outlook.
  • Experience with accounting software is preferred.
  • Strong leadership, communication, and organizational skills.
  • Ability to work independently under pressure and meet strict deadlines.

Languages

  • Fluency in Dari and Pashto is required.
  • Good working knowledge of English is preferred.
