Essential Job Responsibilities
SAFEGUARDING RESPONSIBILITIES
· Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
· Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
· Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
MEL Technology and Information Management
· Develop, maintain, and troubleshoot digital data collection tools using CommCare for CCA,
· Support deployment of digital tools for vulnerability assessments, PDMs, RNAs, monitoring visits, referral tracking, and accountability activities.
· Maintain beneficiary databases, monitoring trackers, referral databases, and feedback management systems.
· Conduct regular data quality checks, consistency checks, deduplication, and database cleaning.
· Support data synchronization, backup, storage, and secure archiving procedures.
· Generate routine data summaries, dashboards, and visualization products for internal reporting and decision-making through PowerBI.
· Support integration and harmonization of consortium data systems where applicable.
· Assist in management of service mapping and referral databases.
· Ensure all information systems comply with Mercy Corps and donor data protection requirements.
· Support troubleshooting for mobile devices, tablets, and field data collection applications.
· Ensure compliance with PM@MC minimum standards and Mercy Corps MEL policies.
· Support implementation of Community Accountability and Reporting Mechanisms (CARM) across target locations.
· Monitor accessibility, confidentiality, inclusiveness, and effectiveness of feedback channels.
· Track, document, and follow up on complaints, feedback, referrals, and response timelines.
· Support analysis of community feedback trends to inform program adaptation.
· Ensure feedback loops are closed appropriately with communities and stakeholders.
· Promote safe, inclusive, and protection-sensitive engagement with affected populations.
Data Protection and Compliance
· Ensure secure handling and storage of personally identifiable information (PII).
· Support implementation of GDPR-compliant data protection practices and consent procedures.
· Maintain password-protected systems and role-based access controls.
· Support data confidentiality and safe information-sharing procedures across departments and consortium partners.
Capacity Building and Technical Support
· Train consortium staff and enumerators on mobile data collection tools, CARM systems, and data quality standards.
· Provide technical support to partner field teams during assessments, distributions, monitoring, and emergency responses.
· Develop simple user guides and SOPs for digital systems and accountability tools.
· Support continuous improvement of MEL technology systems and accountability processes.
Coordination and Reporting
· Coordinate closely with MEL, Program, IT, Operations, and consortium focal points.
· Support preparation of internal reports, dashboards, and donor reporting inputs.
· Escalate critical accountability concerns and sensitive complaints through appropriate safeguarding channels.
· Support learning and adaptive management processes through data analysis and accountability insights.
Security
· Ensure compliance with Mercy Corps security policies and procedures.
· Conduct field activities in accordance with operational security protocols.
· Immediately report security incidents or operational concerns through appropriate channels.
Organizational Learning
· As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
· Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our program participants and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
· Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
Knowledge and Experience
· Bachelor’s degree in Information Technology, Computer Science, Statistics, Information Management, Social Sciences, or related field.
· Minimum 3 years of relevant experience in MEL technology, information management, accountability systems, or humanitarian data management.
· Strong experience with CommCare preferred,
· Strong experience in Excel, and database management systems.
· Experience managing community feedback and accountability systems preferred.
· Knowledge of humanitarian cash programming and referral systems is an advantage.
· Strong analytical and troubleshooting skills.
· Experience creating dashboards and data visualization product especially with PowerBI.
· Understanding of data protection, confidentiality, and safeguarding principles.
· Ability to manage multiple priorities in a fast-paced humanitarian environment.
· Strong communication and coordination skills.
· Fluency in English and Dari required; Pashto strongly preferred.
· Willingness and ability to travel regularly to field locations.
