- POSITION SUMMARY
The Humanitarian Officer plays a critical role in supporting NCA’s emergency response efforts. This role involves conducting field assessments, planning and delivering humanitarian assistance, coordinating documentation and verification with authorities, and ensuring proper archiving in NCA systems. The position works closely with field teams, government bodies, partners, and MEAL staff to ensure timely, accountable, and compliant response activities. By ensuring accurate data, smooth implementation, and strong coordination, the role directly contributes to the quality and effectiveness of NCA’s humanitarian interventions. Requires strong coordination, assessment, and documentation skills.
- AREAS OF RESPONSIBILITY
- Assessments and Needs Identification: Lead field assessments, data collection, and analysis to identify priority humanitarian needs. Ensure assessment tools, sampling, and methodologies follow NCA and cluster standards.
- Response Implementation and Delivery: Oversee day-to-day delivery of assistance according to approved plans.
- Documentation, Verification, and Compliance: Prepare and maintain complete documentation for all response activities, including lists, assessments, distribution sheets, and verification records and ensure compliance with donor, government, cluster, and NCA standards.
- Coordination and Reporting: Coordinate with partners, community representatives, and local authorities to facilitate smooth implementation.
- Monitoring and Accountability: Support post-distribution monitoring, feedback collection, and resolution of beneficiary complaints.
MAIN TASKS
- Conduct Field Assessments: Lead and support needs assessments, data collection, and analysis to identify affected households and determine response priorities.
- Prepare project level Response Planning: Contribute to developing response plans, beneficiary targeting,, coordination with relevant teams and logistics to ensure alignment with project objectives.
- Oversee Response Delivery: Coordinate and implement field-level humanitarian assistance activities, ensuring timely, accountable, and compliant delivery to beneficiaries.
- Manage Documentation and Verification steps: Prepare, organize, and submit all required documentation, including beneficiary lists, assessment forms, and distribution records and coordinate verification with local authorities.
- Archive Records in NCA digital and manual platforms: Ensure all assessment, implementation, and verification documents are accurately archived in NCA digital system (PIMS) to support reporting, compliance, and audits.
- OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSITION
- Comply with NCA security requirements and program routines, regulations and Standard Operating Procedures.
- Facilitate coordination and collaboration across departments within the Country Office.
- Support Humanitarian response required logistics steps (raising and processing PRs, follow-up with logistics/procurrent department)
- Any other tasks assign by the humanitarian coordinator.
