Work to be performed:
The activities will be supervised by the emergency officer in close coordination with Trauma Care officer under the overall guidance of the WHE TL will be completed.
Output 1: Structured assessments of 15 Emergency Units across 15 provinces to support the strengthening of emergency response and trauma care services.
Deliverable 1:
1.1: Visit 15 health facilities and fill WHO certified check list
1.2: Enter the data in DHIS2
1.3: Submit the final report
1.4: Presentation to stakeholders (WHO, MOPH, IP …)
Output 2: Conducting post-training monitoring assessments in 12 targeted health facilities.
Deliverable 2:
2.1: Visit 12 health facilities and fill the checklist
2.1: Enter the data in DHIS2
2.2: Submit the final report
2.3: Final presentation to WHO
Specific requirements
Education:
- Essential: Medical Doctor (MD/MBBS) with specialization in surgery, emergency medicine, or trauma care
- Desirable: Master’s degree in Public Health (MPH) or related field (trauma sciences, emergency/disaster management)
Experience:
- Essential: from 3-5 years of relevant experience in the emergency care system, Trauma management, and health facility readiness assessment. Proven experience in implementing standard assessment tools, particularly WHO frameworks such as the harmonised emergency assessment tools (HEAT), is essential.
- Previous work experience with WHO, other related UN organizations, or International NGOs
Skills / Technical skills and knowledge:
- Proven knowledge and analytical skills are necessary to identify gaps, interpret assessment findings, and develop comprehensive, evidence-based improvement plans.
- Strong Proficiency in data management and reporting tools, including Excel and DHIS2.
- Strong communication and coordination skills, including ability to negotiate with National authorities and international partners.
- Demonstrated ability to work effectively with colleagues at national and international levels.
Languages
- Excellent knowledge of English.
- Excellent knowledge of local language (Pashto and/or Dari)
Place of Assignment:
The consultant is expected to perform most of their duties in the field outside the office. However, they will be required to visit the office as needed to attend meetings, receive guidance, and coordinate activities. The role also involves frequent travel to the provinces.
Travel
The Consultant is expected to travel according to the itinerary and estimated schedule below:
Travel dates: 01 May 2026 to 31 July 2026
Location: All target provinces
Purpose: Visit of HFs for assessment and data collection
