The PSEA and CFM Officer will be responsible for establishing, implementing, and managing the Prevention of Sexual Exploitation and Abuse (PSEA) and Complaint and Feedback Mechanism (CFM) systems for the School Feeding Project in Nuristan province. The role ensures that beneficiaries and communities have safe, accessible, and confidential channels to provide feedback and complaints, while also ensuring that safeguarding standards are strictly implemented across all project activities in line with WFP and organizational policies.
Key Responsibilities:
PSEA Implementation & Safeguarding
• Implement and monitor PSEA policies across all project activities and field locations.
• Conduct awareness sessions for staff, communities, and beneficiaries on PSEA principles.
• Ensure all project staff understand and adhere to safeguarding and ethical standards.
• Identify and mitigate risks related to sexual exploitation and abuse in project operations.
• Support integration of safeguarding measures into all field activities.
Complaint and Feedback Mechanism (CFM)
• Establish and manage effective complaint and feedback systems in target communities and schools.
• Ensure multiple, safe, and confidential channels for beneficiaries to submit feedback (verbal, written, suggestion boxes, etc.).
• Receive, record, categorize, and track complaints and feedback in a structured system.
• Ensure timely response and resolution of complaints in coordination with relevant departments.
• Maintain confidentiality and protection of complainants at all times.
Community Engagement & Awareness
• Conduct community awareness sessions on rights, entitlements, and complaint mechanisms.
• Ensure beneficiaries are informed about how to safely access feedback systems.
• Promote trust and transparency between communities and the organization.
Monitoring & Reporting
• Prepare regular reports on PSEA and CFM cases, trends, and resolutions.
• Analyze feedback data to improve project implementation and accountability.
• Report serious safeguarding concerns immediately to senior management.
• Maintain accurate and confidential records of all complaints and responses.
Coordination & Support
• Work closely with MEAL Team, Field Monitors, and Project Manager.
• Coordinate with WFP focal points on safeguarding and accountability requirements.
• Support training of staff on CFM and PSEA procedures.
Compliance & Ethics
• Ensure compliance with WFP safeguarding standards and SSEOA policies.
• Uphold confidentiality, neutrality, and impartiality at all times.
• Ensure no retaliation against complainants or whistleblowers.
• Report any misconduct, abuse, or exploitation immediately.
