1. Background

The program aims to equip Afghan returnees, youth, and women with market-relevant digital and entrepreneurial skills through a multilingual, low-bandwidth Learning Management System (LMS).

2. Objective

To conduct an independent, comprehensive review and validation of all training content across the listed domains to ensure technical accuracy, contextual relevance, cultural sensitivity, and linguistic quality.

3. Scope of Work

A. Technical Review Across Domains:
- Review content under each inserted domain
- Ensure alignment with current industry practices
- Validate practical and income-generating relevance

B. Domain Validation through Experts:
- Engage industry experts where required
- Ensure technical contextualization and accuracy

C. Contextualization (Afghanistan-Specific):
- Ensure cultural, gender, and regional appropriateness
- Adapt for low bandwidth and access constraints

D. Language & Translation Review:
- Validate Dari and Pashto translations
- Ensure clarity, consistency, and accessibility

E. Instructional Design & Accessibility:
- Assess clarity, structure, and learner-friendliness
- Ensure suitability for mobile and offline LMS

F. Alignment with Program Ecosystem:
- Ensure pathways to income, freelancing, and entrepreneurship
