The Monitoring and Evaluation (M&E) Officer will support the effective implementation of Community-Based Schools (CBS) and Education in Emergencies (EiE) Classes in Ghazni and Herat by leading project monitoring, data collection, verification, analysis, and reporting. The position will work closely with CBS classes, EiE learning spaces, community representatives, education authorities, and project staff to track results, strengthen data quality, support evidence-based decision-making, and ensure accurate reporting on programme performance.
Roles & Responsibilities
M&E Planning and System Development:
Develop and maintain the project M&E plan, indicator tracking matrix, reporting tools, and data collection templates in line with programme objectives and donor requirements.
Establish practical systems to track enrolment, attendance, retention, and learning progress of students in CBS and EiE classes.
Data Collection and Monitoring:
Collect, verify, and consolidate programme data from CBS and EiE classes, teachers, and community structures.
Conduct routine field monitoring visits to assess teaching quality, student participation, classroom environment, and adherence to EiE standards.
Data Analysis and Reporting:
Analyze quantitative and qualitative data to measure progress against project indicators, identify trends, and support evidence-based decision-making.
Prepare regular internal and external reports, dashboards, and progress updates highlighting achievements, challenges, lessons learned, and recommendations.
Database and Information Management:
Maintain accurate and up-to-date project databases, beneficiary records, attendance sheets, and learning assessment results.
Ensure data quality, confidentiality, and secure storage of programme information in accordance with organizational standards and ethical data protection practices.
Feedback and Accountability Support:
Support the establishment and management of accessible feedback and complaint mechanisms for students, parents, community representatives, and stakeholders.
Document, track, and follow up on feedback received to strengthen programme accountability, responsiveness, and beneficiary satisfaction.
Capacity Building and Learning:
Train teachers, facilitators, and project staff on data collection tools, reporting requirements, monitoring procedures, and data quality standards.
Facilitate learning reviews and reflection sessions to capture good practices, implementation challenges, and recommendations for programme improvement.
Coordination and Compliance:
Coordinate with education authorities, community leaders, and CBS/EiE stakeholders to support transparent monitoring and reporting processes.
Ensure compliance with donor requirements, organizational M&E standards, safeguarding principles, and relevant data protection procedures.
