Basic Education and Employable Skill Training (BEST) is an Afghan non‑governmental organization established in April 2001. BEST has over two decades of experience implementing livelihood support, agricultural capacity building, vocational training, and community infrastructure projects across multiple provinces in Afghanistan.

Job Descriptions:

2. Objective

To mobilize and facilitate the community for successful execution of project activities at field level. The couple will work closely with the community — the Male Community Mobilizer engaging with the male community, and the Female Gender Focal Point engaging with the female community — to ensure inclusive participation, community ownership, and a conducive environment for project implementation.

3. Key Responsibilities

Male Community Mobilizer Responsibilities (working with male community):

  • Mobilize the male community for participation in project activities.
  • Conduct community meetings with male community members and coordinate with local male leaders and stakeholders.
  • Support beneficiary identification, registration, and verification processes for male participants.
  • Liaise with Community Representative Groups (CRGs), DAIL, PESCs, and local authorities on male engagement.
  • Monitor community participation of male beneficiaries.
  • Submit daily/weekly community mobilization reports.
  • Perform any other task assigned by seniors/project management.

Female Gender Focal Point Responsibilities (working with female community):

  • Mobilize the female community for participation in project activities.
  • Conduct awareness sessions with women on gender equality, PSEA, and safeguarding.
  • Identify and address barriers to women's inclusion in project activities.
  • Support safe and confidential reporting mechanisms for women and vulnerable groups.
  • Promote inclusion of vulnerable groups, especially women‑headed households.
  • Support beneficiary identification, registration, and verification processes for female participants.
  • Submit gender and safeguarding awareness reports.
  • Perform any other task assigned by seniors/project management.

Joint Responsibilities (Couple):

  • Conduct regular field visits to Razaq Birdi and Arghanjkhwa sites.
  • Work together to ensure holistic community engagement (male and female).
  • Maintain accurate beneficiary records (gender‑disaggregated).
  • Assist in documentation, reporting, and data collection.
  • Ensure compliance with UNOPS guidelines, environmental and social safeguards, and PSEA standards.
  • Support conflict resolution and community coordination.
  • Contribute to project progress reporting.
  • Perform any other task assigned by seniors/project management.

What this role does NOT do:

  • Does not engage in construction or technical execution
  • Does not supervise Cash‑for‑Work activities
  • Does not handle cash or payments
  • Does not manage wage rates

4. Deliverables

  • Community mobilization reports and meeting records (separate for male and female where applicable)
  • Beneficiary registration lists (gender‑disaggregated)
  • Gender and safeguarding awareness reports
  • Weekly and monthly field reports
  • Contribution to quarterly project reports
Job Requirements:

5. Qualifications and Experience

Male Community Mobilizer:
• Bachelor’s degree in Business Administration, Agriculture, Social Sciences, or related field.
• Minimum 3–5 years of experience in community mobilization or development projects.

6. Core Competencies

• Strong commitment to gender equality, safeguarding, and PSEA.
• High integrity and accountability.
• Ability to work effectively as a couple/team in field conditions.
• Strong communication and interpersonal skills.
• Good organizational and reporting skills.

Salary:

Competitive and according to BEST salary scale (commensurate with experience and qualifications).
