About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Job Descriptions:
  • Support strategic planning, implementation, and performance monitoring.
  • Lead organizational development, policy strengthening, and institutional growth.
  • Act on behalf of the Executive Director when delegated.
  • Provide oversight of program implementation, MEAL, and reporting.
  • Ensure quality, accountability, and compliance with donor standards.
  • Integrate cross-cutting priorities (gender, inclusion, safeguarding, AAP).
  • Oversee Administration, HR, Finance, Procurement, and Logistics functions.
  • Strengthen systems for staff performance, wellbeing, and compliance.
  • Lead organizational risk management and mitigation.
  • Oversee budgeting, financial monitoring, and reporting.
  • Ensure transparency, accountability, and value for money.
  • Maintain compliance with donor and national regulations.
  • Lead proposal development and donor engagement.
  • Ensure effective grant management, reporting, and compliance.
  • Strengthen funding diversification and partnerships.
  • Represent ACDO in national and international forums.
  • Build strategic partnerships with donors, UN agencies, NGOs, and government.
  • Lead advocacy initiatives aligned with ACDO’s mission.
  • Support Board engagement and governance processes.
  • Ensure compliance with legal, donor, and safeguarding frameworks.
  • Promote ACDO’s Code of Conduct and ethical standards.
  • Ensure evidence-based programming and decision-making.
  • Promote organizational learning and continuous improvement.
  • Lead implementation of safeguarding and PSEA policies across ACDO.
  • Strengthen awareness, training, and institutional culture.
  • Oversee complaints handling mechanisms (GRM/CFRM).
  • Ensure confidential, survivor-centered case management.
  • Represent ACDO in safeguarding networks and coordination platforms.
  • Conduct safeguarding risk assessments and continuous system improvements.
Job Requirements:
  • Master’s degree in International Development, Public Administration, Management, Social Sciences, or related field.
  • Minimum 10 years of progressive experience in humanitarian/development sectors, including senior leadership roles.
  • Proven experience in strategic leadership, program management, and organizational development.
  • Strong experience with donor-funded programs (UN, INGOs, multilateral donors).
  • Demonstrated expertise in safeguarding, PSEA, and protection mainstreaming.
  • Experience working in complex and fragile contexts, preferably Afghanistan or similar settings.
  • Strong financial, operational, and risk management experience.
  • Proven track record in proposal development and fundraising.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Fluency in English required; knowledge of Dari/Pashto is an asset.
