Position Description:
The Field Engineer is responsible to support the field team in the survey/design and preparing of drawings & (BoQ)s of the projects, project selection, review and approval of sub-project process, manage and control the construction materials and (QC), skilled and non-skilled labors daily work, also provide technical input during the survey/design, supervision and monitoring process of a projects.
Responsibilities:
- The Field Engineer (FE) is responsible for doing the survey & design process of CRLP projects based on communities’ demand in accordance CRLP-OM & technical manual.
- Receipt and distribute CFW amount from escrow agent (Saraf) in project site.
- The Field Engineer should make sure the construction process of small-scale economically productive infrastructures is running in good quality.
- In close coordination with the District Manager and Lead Engineer the FE should prepare estimation cost (BoQ) the required number of skilled/unskilled labours, construction work and rehabilitation work of selected projects.
- The Field Engineer has to maintain close cooperation/coordination with the CRLP project staff including other DACAAR projects staff.
- In close coordination with the District Manager, manage the construction work of the ongoing project at the community level and ensure the availability of qualitative construction materials and enough workforce are assigned based on the project requirements.
- If required, the Field Engineer should conduct basic technical construction training to skilled labours and other project staff.
- In close coordination with the district of selected projects and make sure the required quality considers by the field staff. Managers perform daily supervision of the ongoing construction work of selected and make sure the required quality considers by the field staff.
- In close coordination with the survey & design team based in DACAAR main office the Field Engineer should design the projects based on the recognized standards for the system and CRLP technical manual.
- In close coordination with the District Manager and relevant Social Organizers, complete the list of the potential sub-projects and the list of potential beneficiaries.
- In close coordination with the provincial team the Field Engineer should select eligible projects considering the CRLP-OM.
- When required, participate in the technical trainings, workshop, technical evaluation and take part in the planning sessions.
- The Field Engineer should maintain regular communications line with the Lead Engineer for timely obtaining the required technical instructions.
- The Field Engineer has to be able to perform teamwork and provide technical/social instructions to other staff in the project.
- The Field Engineer should timely share any problematic issue with the Lead Engineer and district team and provincial team.
- In close coordination with the District Manager, Provincial Manager conduct regular visit of the ongoing construction work of the projects and provide technical advice accordingly.
- The Field Engineer has to strictly instruct the skilled and non-skilled labours to avoid wasting the construction materials.
- When instructed, the Field Engineer should response to the donor, third party technical monitoring team quarries and provide appropriate technical justifications.
- The Field Engineer in close coordination with the District Manager perform close supervision of the cash for work (CFW) distribution process to the skilled and non-skilled labours and construction materials suppliers.
- The Field Engineer should be able to operate the technical equipment such as GPS, level machine, theodolite machine and other survey instruments.
- He/she should share social and economic concern of the project with the District Manager Lead Engineer, Provincial Manager and Package Manager and other staff in the region.
- The Field Engineer should provide technical recommendations to communities in regard to the project’s protection and project maintenance.
- The Field Engineer should immediately inform the District Manager and other staff at region about misusing, corruption and other problematic cases among the project staff, CDCs and villages level.
- Sending weekly/monthly/quarterly progress report to the Provincial Manager, CRLP Package Manager and other relevant staff.
- The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel.
- Any other task assigned by the supervisor.
Job Requirements:
Education: Bachelor’s degree in civil engineering or related field.
Experience: At least 5 years of relevant experience in Community Driven Development (CDD) projects. Experience for a Cash-for-Work project implemented by communities
