  1. Background

The Data Management & SCOPE Focal Point position is established to ensure accurate, secure, and efficient management of beneficiary data for humanitarian assistance programs. As the organization increasingly relies on digital systems for registration, targeting, and assistance delivery, this role is critical in maintaining data quality, integrity, and compliance with data protection standards.

  1. Purpose of the Position

The purpose of the position is to oversee end-to-end beneficiary data processes, from digital registration and verification to distribution support and reporting, using systems such as SCOPE, Kobo, and MODA. The role supports timely and accountable delivery of assistance by ensuring that eligible beneficiaries are correctly registered, validated, and included in approved distribution lists.

  1. Key Responsibilities and Duties
  1. Data Management & Registration
  • Supervise and manage the SCOPE registration process, ensuring accurate and timely beneficiary data entry.
  • Register, update, verify, and validate household (HH) data in SCOPE servers.
  • Handle SCOPE card registration and beneficiary verification.
  • Prepare and manage Beneficiary Payment Lists (BPL) and distribution datasets.
  • Request uploaded data, error reports, and BPL from donor’s relevant units.
  • Share validated beneficiary data with field teams.
  • Ensure accuracy, consistency, and integrity of beneficiary records.
  1. Data Collection & System Management
  • Design and manage digital data collection tools using Kobo and MODA toolkits.
  • Create multi-purpose digital forms for targeting, registration, monitoring, and reporting.
  • Analyze collected data to support program implementation.
  • Manage and maintain SCOPE servers and registration systems.
  • Prepare beneficiary lists for data entry into the SCOPE system.
  1. System Maintenance & Technical Support
  • Monitor and update databases, including re-evaluation and updating of beneficiary information.
  • Provide in-field technical support during registration and distribution.
  • Manage user profiles, field locations, and transfer values (e.g., food baskets, cash transfers).
  • Troubleshoot and prepare mPOS devices for distribution activities.
  • Synchronize mPOS devices to capture updated BPLs.
  • Request required IT equipment from donor and ensure functionality of computers, scanners, webcams, USB hubs, printers and related devices.
  1. Data Quality Assurance & Protection
  • Conduct regular data quality checks to identify and correct errors.
  • Ensure compliance with data protection, confidentiality, and safeguarding policies.
  • Maintain secure handling and storage of beneficiary data in line with organizational and donor standards.
  1. Reporting & Analysis
  • Prepare detailed reports on beneficiary data for management and donors.
  • Analyze data trends to improve operational efficiency and targeting accuracy.
  • Support monitoring and evaluation processes through accurate data reporting.
  1. Training & Capacity Building
  • Train field staff on proper data handling procedures.
  • Build capacity on SCOPE, Kobo/MODA systems, and data protection standards.
  • Train and support project staff on data collection, reporting, and M&E processes.
  • Support training for field monitors and distribution staff on report writing, data collection, and documentation.
  • Provide guidance on reporting tools and ensure proper usage of data collection formats.
  1. Monitoring and Evaluation:
  • Support the monitoring and evaluation team in designing and implementing M&E frameworks.
  • Assist in the development of indicators and benchmarks for project performance.
  • Conduct regular field visits to verify data and monitor project activities.
  1. Coordination & Liaison
  • Coordinate with internal departments (Programs, IT, Logistics, Finance).
  • Liaise with project staff, partners, and stakeholders to gather information and provide updates on project progress.
  • Facilitate communication between field teams and project management.
  • Represent the project in meetings, workshops, and other forums as required.
  • Coordinate with field teams, warehouse staff, and M&E units to gather accurate and timely information.
  • Provide narrative inputs for donor reports, sit-reps, and internal updates.
  • Assist in compiling case studies, human-interest stories, and success stories from beneficiaries.

  • Ensure reporting complies with donor requirements (e.g., WFP distribution reporting guidelines).
  • Maintain confidentiality and protection of sensitive beneficiary data.
  • Contribute to internal and external audits and verifications by providing accurate documentation and records.
  • Provide guidance on best practices for data management and reporting.

  • Consider the protection needs of beneficiaries and ensure to mitigate harm to beneficiaries and ensure data protection.
  • Organize focus group discussions to understand the protections risks facing conflict and natural disaster-affected communities based on age, gender and diversity.
  • Maintain a record of protection concerns and risks in specific communities and communicate these issues as needed to program manager and WFP.
  • Support beneficiaries with specific needs to access referral services and additional support.
  • Develop training and guidance materials on protection for teams in the field.
  • Ensure, “Do No Harm” strategies are practiced, and the field teams are briefed guidance provided.
  1. Additional Job Responsibilities
  • The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The data management and SCOEP focal point is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.
