Job Descriptions:

Job Purpose:

The Data M&E Officer (HER) is developing and planning a detailed M&E work plan for the project activities. Leading the target setting for key project proxy outcome indicators at the BPHS/EPHS facility level and monitoring the quality of performance.

Specific Responsibilities:

  • Developing and planning detailed M&E work plans for the project activities.
  • Leading the target setting for key project proxy outcome indicators at the BPHS facility level.
  • Application of the standard National HMIS in all BPHS facilities under the HER project
  • Monitoring the HMIS indicators at the HFs as well as overall at the project level.
  • Marinating the standard HMIS database and NMC database and providing timely HMIS reports and replicas to PPHD.
  • Provide reliable, accurate, and timely information and reports for informed planning and decision-making at the project level, and provide feedback, prepare action plans, and follow up.
  • Support the project management team in adopting a supportive supervision approach to BPHS facilities.
  • Monitoring the quality of supervision and monitoring of health facilities by the project team.
  • Conducting monitoring of health facilities together with the project team on a random basis
  • Follow up on monitoring of action plans of external monitors, including the PHD and MoPH.
  • Leading the field data collection in the household survey.
  • Perform any other required project-related tasks.
  • Developing an action plan for activities.
  • Prepare for implementation and replication of the Quality Assurance Module as required.
  • Participate in training for QA implementers, doing baseline and other internal assessments.
  • Give input for quality assurance standards that are more applicable in the Afghanistan context.
  • Monitor HFs regarding their performance based on quality assurance standards and provide them with feedback and technical assistance to fill gaps.
  • Have relation with the Quality Improvement team in the MoPH and exchange ideas.
  • Impartially take the role in the 3rd phase or measurement of progress.
  • Think about reward achievement gaps, systemic analysis of causes of gaps, and the selection and implementation of interventions to close these gaps.
  • Analyze selected data, collected by MOPH, NGO (ATOA), and partners to assess improvements, identify challenges, and make recommendations.
  • Make networking and benchmarking with other Stakeholders at the provincial level if required.
  • Empower health facilities to have networking to share successes and challenges
Job Requirements:

Qualifications:

  • At least 5 years of full-time M&E experience.
  • Medical Doctor degree; medical/public health professional.
  • Strong communication skills.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  • Proficient computing skills – word processing, spreadsheet design, and presentations.

Other skills required:

  • Ability to identify project weaknesses and gaps and to take corrective action.
  • Ability in problem-solving and conflict resolution.
  • Excellent HMIS and M&E skills
