Job Descriptions:

A.     Coordination functions: 

1.      Establish and maintain proper coordination mechanisms and one team spirit among all PEOC members and ensure proper coordination and strong advocacy among the program and authorities in regions/provinces.

2.      Organize R/PEOC meetings and coordinate activities of all partners including MOPH, WHO, UNICEF, BMGF, CDC and other partners of polio eradication program in the Region/province. The meetings should be conducted regularly at least two times a week preferably on Sundays and Thursdays.

3.      Provide regular feedback to the teams and monthly updates to the core group of National EOC on progress, challenges and way forward.

4.  Facilitate the resolution of any challenges encountered by implementing partners in carrying out their assigned activities, and ensure timely feedback is provided to the NEOC core group.

5.      Enhance coordination between PEI network and other sectoral department of the government such as Haj and Aoqaf, wom, education department, rural rehabilitation department and health service providers to support the polio eradication initiative in the region/province.

 

B.      Advocacy functions:

  1. Organize and facilitate formal engagement on polio eradication between the Provincial Governors and the Core Group regional/national leads of UN agencies.
  2. The provincial Polio Eradication Task Force is convened at the Governors house with formal nomination and participation of focal persons from each relevant government department and meets 3 weeks before every SIA with participation of focal persons from education, MORR, PVPV, religious affairs, interior, and other relevant ministries)
  3. Facilitate issuance and disseminate testimonies in support of the polio program from Senior Ulama and provincial governors in support of polio eradication initiatives.
  4. Organize and facilitate joint advocacy meetings between GPEI partners and provincial Governors of polio high-risk provinces.
  5. Ensuring a respectful environment amongst the national, regional, and implementing partners that fosters a collaborative environment.
  6. Ensure coordination between EPI-PEI programmes to promote polio eradication and vaccination coverage with other vaccinaes.
  7. Develop action oriented plans to address the challenges of the polio program revealed through campaign review, national and provincial monitoring findings and other data streams and ensure strict follow up of the progress.
  8. Ensure follow up of the accountability framework within provincial EPI/PEI teams and follow up of MOU signed with BPHS implementing NGOs in coordination with NGO coordinator.
  9. Conduct monthly progress review of polio plus project implementation and develop smart action plan to address weaknesses documented by monitoring and supervision findings.

Provide inputs and insight during development of communication strategy and plan of action and coordinate implementation of communication plan.

  1. Ensure that all operation and communication teams are performing in harmony in line with national guidelines.
  2. Conduct interview with media according to press released by the NEOC.
  3. Manage crisis communication at provincial level in coordination with relevant teams and NEOC.

 

C.      Polio Campaign and surveillance functions:

  1. Develop monitoring plan of polio campaigns and receive feedbacks from national and provincial monitors and develop action plan against findings.
  2. Negotiate modalities and interventions with the authorities to ensure passing of all LQAS lots in the area of assignment
  3. Conduct quality SNIDs as per the TAG recommended calendar and ensure post campaign reviews are conducted within 2 weeks following the campaign.
  4. Conduct daily campaign review with taking immediate actions for the next day and conduct a full post campaign review after completion of PCM, ICM and LQAS and catch up data; and develop improvement plans where appropriate.  
  5. Review monthly surveillance report and non-polio AFP rate and adequacy of cases. In addition, review AFP zero dose cases and conduct assessment for reason behind zero doses in routine program and include them into outreach schedule of the BPHS implementing NGO(s) in coordination with NGO coordinator.
  6. Participate in validation of PCM and LQAS and catch-ups on random bases after each polio vaccination campaigns.
  7. Review routine program coverage, constrains every month and develop joint action plan with the BPHS implementers in coordination with NGO coordinator.

 

D.     High Risk Mobile Population:

  1. Compile and maintain information on the movement patterns of HRMPs to effectively plan and implement vaccination strategies; and supervise, monitor and assess the strategies defined for vaccinating HRMPs such as CVAs and vaccinating mobile populations during SIAs;
  2. Coordinate with other relevant directorates such as nomad directorate and RRD, and other organizations such as UNHCR and IOM for information sharing and effective implementation of HRMP vaccination strategies;
  3. Facilitate updated microplanning as per available information about HRMPs to vaccinate every child in all categories of HRMPs during SIAs;
  4. Ensure timely assignment of the HRMP PTTs in the routes of the long distance travelers according to the HRMP updated micro-plan.

F.      Polio plus activities

1.     Ensure that PEI and EPI microplans are fully congruent and no population subgroup and/or geographical areas is missed in either of these microplans

2.     Ensure that the site of implementation of Mobile Health and Nutrition Teams’ (MHNTs) activities are as per the location of white areas and the microplan of MHNT is in line with the EPI microplans to avoid any duplication of services

3.     Ensure that PEI colleagues are doing EPI monitoring as per the plan and share the findings with PEMT managers and follow up for the remedial actions.

4.     Ensure that the social mobilizers are working towards demand generation of EPI activities and, also, mobilize the community for accessing and utilizing EPI activities.

 

Job Requirements:
  • Resident of Region/ province.
  • Ability to move in all areas of the province and Kabul for meetings
  • Ability to negotiate effective implementation of polio eradication activities on PEI relevant issues/activities
  • Strong communication, team work and analytical skills
  • Minimum qualification is MD with at least 4 years of relevant technical and managerial experiences or MPH with at least 3 years of experience with MoPH, NGOs and international agencies/UN organizations. Experience in the polio program is an asset.
  • Ability to work under pressure and high work load, work for long hours and weekends, especially during important activities such as conferences/meetings, vaccination campaigns, and other activities of special importance.
  • Mandatory local language specific to the province with satisfactory knowledge of the English language
  • Basic computer skills in MS (excel, word, power point and email writing)
