Position Summary
The Health Technical Manager at Headquarters level is responsible for providing strategic technical leadership, oversight, and quality assurance for implementation of the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS) across all project provinces.
The position ensures that all health programs align with national health policies, Ministry of Public Health (MoPH) standards, donor regulations, and international best practices. The role demands advanced technical knowledge in primary and secondary healthcare systems, health service delivery models, hospital management, quality improvement systems, and public health programming.
2. Key Responsibilities
A. Technical Leadership & Strategic Oversight
- Provide high-level technical direction for implementation of BPHS and EPHS programs nationwide.
- Ensure compliance with MoPH guidelines, national treatment protocols, and donor requirements.
- Lead development of technical strategies, annual work plans, and operational frameworks.
- Provide technical input into proposal development, program design, and budgeting.
- Represent the organization in national technical working groups and health cluster meetings.
B. EPHS & BPHS Technical Management
- Ensure full compliance with BPHS components including:
- Maternal and Newborn Health (MNH)
- Child Health & Immunization (EPI)
- Nutrition
- Communicable Disease Control
- Mental Health
- Disability & Rehabilitation
- Health Education
- Oversee EPHS hospital-level services including:
- Emergency and inpatient services
- Surgical services
- Comprehensive Emergency Obstetric & Newborn Care (CEmONC)
- Diagnostic services (Lab & Radiology)
- Referral systems
- Strengthen integration between primary (BPHS) and secondary (EPHS) care levels.
- Ensure rational use of medicines based on Essential Drug List (EDL).
- Supervise implementation of national HMIS and reporting systems.
C. Quality Assurance & Health Systems Strengthening
- Develop and implement quality improvement frameworks.
- Lead clinical audits, supportive supervision visits, and performance reviews.
- Strengthen infection prevention and control (IPC) standards.
- Improve patient safety and service delivery standards.
- Ensure effective referral and counter-referral systems.
- Support hospital management systems and governance structures.
D. Monitoring, Evaluation & Reporting
- Ensure accurate and timely HMIS reporting.
- Analyze service delivery indicators and performance dashboards.
- Lead data-driven decision-making processes.
- Prepare high-quality technical and donor reports.
- Conduct program evaluations and performance assessments.
E. Capacity Building & Supervision
- Develop and deliver technical training for provincial and facility-level staff.
- Mentor medical doctors, nurses, midwives, and health managers.
- Strengthen capacity in clinical protocols and service standards.
- Conduct regular technical review meetings with field teams.
F. Coordination & Representation
- Liaise with Ministry of Public Health (MoPH), donors, UN agencies, and partners.
- Participate in national health technical working groups.
- Coordinate with supply chain, HR, finance, and M&E departments.
- Represent the organization in health cluster and coordination forums.
