About ANHDO:

Afghanistan National Horticulture Development Organization (ANHDO) is a national non-governmental, non-profit, and non-political organization registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the European Union (EU) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) long-term strategy for the development of the horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticulture development by comparing among other skilled and experienced Afghan professional organizations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a corner stone of the long-term strategy for the development of the horticulture sector in Afghanistan.

 ANHDO is currently looking for     Cash-for-Work (CfW) / Infrastructure Supervisors for its project Agriculture Support Services for Farmers under the Water Emergency Relief Project (WERP) The project aims to improve agricultural production, productivity, and incomes of smallholder farmers in Takhar, Kunar, Laghman and Badakhshan provinces through sustainable, solar-powered irrigation schemes under the Water Emergency Relief Project (WERP) The project will support farmers by delivering capacity building and agricultural extension services, facilitating access to quality inputs, implementing cash-for-work activities for small-scale irrigation and on-farm infrastructure improvements, and strengthening market linkages. Key interventions include training on crop production, irrigation water management, soil fertility, integrated pest management (IPM), post-harvest handling, and value addition, alongside support for farmer organizations and access to markets.

Job Descriptions:
  • Oversee and monitor the construction and maintenance of land leveling, irrigation channels, reservoirs, and other water management structures to ensure quality standards
  • Verify labor attendance, work outputs, and compliance with project guidelines
  • Prepare accurate payment lists and documentation for submission to the DONOR
  • Provide on-site technical guidance and support to labor teams to ensure timely and efficient work execution
  • Maintain detailed records of activities, progress, and issues, and report regularly to project management

Job Summary:

The Cash-for-Work (CfW) / Infrastructure Supervisor is responsible for overseeing and ensuring the quality and timely completion of community-based infrastructure activities, including land leveling, irrigation channels, reservoirs, and other water management structures. The role includes monitoring labor attendance and work outputs, preparing payment documentation for the donor, providing on-site technical guidance, and maintaining accurate records. The supervisor ensures compliance with project standards and contributes to the efficient implementation of CfW and infrastructure activities

Job Requirements:
  • Bachelor’s degree in Civil Engineering, Water Resources, Agriculture, or a related technical field (diploma with relevant experience may be considered).
  • Minimum 2–4 years of experience supervising infrastructure, irrigation, or land development projects.
  • Experience managing labor teams and monitoring construction or community-based work is highly desirable.
  • Strong knowledge of irrigation, water structures, land leveling, and related construction techniques.
  • Ability to verify labor attendance, outputs, and ensure adherence to project guidelines.
  • Competence in preparing accurate reports, payment lists, and documentation for project management.
  • Excellent organizational, communication, and team supervision skills.
  • Ability to work effectively in field conditions and liaise with community members and project stakeholders.
