The Provincial Coordinator – TPM is responsible for the effective planning, coordination, and supervision of Third-Party Monitoring activities at the provincial level. The role ensures accurate and timely monitoring, high-quality data collection, and compliance with WFP policies, safeguarding requirements, and ethical standards. The position plays a critical role in translating monitoring plans into field-level implementation and supporting evidence-based decision-making.
Key Roles and Responsibilities
1. Field Operations and Team Management
- Plan, organize, and oversee daily TPM field activities within the assigned province in accordance with approved monitoring plans and schedules.
- Supervise, mentor, and support field monitors to ensure adherence to WFP monitoring tools, methodologies, and protocols.
- Ensure effective deployment of monitoring teams based on access conditions, security considerations, and operational priorities.
- Conduct regular field visits to observe monitoring activities and provide on-the-job technical guidance.
2. Data Quality Assurance and Reporting
- Review and validate monitoring data, checklists, and narrative reports to ensure accuracy, completeness, and consistency.
- Ensure timely submission of verified datasets and reports to the Regional or Cluster Coordinator.
- Maintain proper documentation and data records in line with data protection and confidentiality requirements.
- Support follow-up actions on identified gaps, risks, non-compliance, or corrective measures.
3. Coordination and Stakeholder Engagement
- Coordinate TPM activities with local authorities, community representatives, and WFP field counterparts to facilitate smooth implementation.
- Support joint monitoring visits and assessments when required.
- Ensure effective communication between field monitors and senior coordination levels.
4. Compliance, Safeguarding, and Accountability
- Ensure full compliance with WFP policies, including Code of Conduct, PSEA, safeguarding, confidentiality, and ethical standards.
- Promote accountability to affected populations (AAP) through monitoring of Community Feedback Mechanisms (CFM).
- Identify and report protection concerns, misconduct, or safeguarding incidents through established reporting channels.
5. Risk Management and Operational Support
- Identify operational, access, and security risks affecting TPM activities at the provincial level and report them to senior management.
- Support implementation of risk mitigation measures to ensure continuity of monitoring activities.
