Job Descriptions:

The Admin & Finance Officer will be responsible for overseeing the overall financial management, accounting, budgeting, and administrative functions of the STEP office in Kabul. This role ensures strict compliance with STEP's financial policies, donor requirements, and local Afghan government laws.

Job Requirements:

Key Responsibilities

The duties are organized into three primary areas: Finance & Accounting, Reporting & Compliance, and Administration & HR Support.
 

Finance & Accounting

  • Manage the day-to-day accounting functions, including regular cash verification and proper documentation for all financial transactions.
  • Prepare cash requests, payment vouchers, and expenditure reports.
  • Maintain accurate and up-to-date bookkeeping, including the cashbook, ledgers, and bank reconciliation statements.
  • Ensure all project expenses are accurately charged to the appropriate grants/donors and comply strictly with STEP's financial policies and all specific donor compliance requirements.
  • Support the preparation and execution of the monthly payroll and ensure accurate tracking and payment of staff salary taxes (TIN) and contractual taxes in compliance with local law.
  • Prepare and on time submission of all monthly expenses reports to HQ

 

Reporting & Compliance

  • Conduct monthly closing procedures, including balance sheet reconciliations and budget monitoring, and ensure the timely submission of comprehensive financial reports to STEP management, HQ and donors.
  • Monitor grant spending, prepare regular budget versus actuals (BvA) analysis, and provide timely reports to the STEP Afghanistan Director and Operations Manager.
  • Assist in the preparation of project budgets for proposals and develop clear, concise budget narratives.
  • Review all outgoing budget requests to ensure conformance with donor requirements and STEP's internal policies.
  • Ensure that all local taxation laws, NGO reporting requirements (e.g., bi-annual reports to the Ministry of Economy), and annual tax returns to the Ministry of Finance are fully complied with.
  • Implement and administer STEP's internal control systems. Develop and perform internal audits/reviews to ensure continuous compliance with organizational and donor requirements.

 

Administration & HR Support

  • Oversee day-to-day administrative functions, including procurement, logistics, and facilities management.
  • Manage all procurement processes to ensure they are done in strict compliance with STEP’s procurement policies. This includes collecting quotations, preparing bid comparison sheets, and serving as a member of the procurement committee when required.
  • Manage and maintain an updated, accurate inventory and asset register.
  • Maintain and track all HR documentation for project staff, including personnel files, attendance records, leave tracking, and monthly timesheets.
  • Support recruitment processes (shortlisting, scheduling interviews) and assist with the drafting of administrative letters and memos.
  • Serve as the primary liaison with relevant Afghan Government offices to ensure STEP's operations and policies comply with all national laws and regulations.
