Terre des hommes Lausanne (Tdh) is a Swiss child welfare foundation, that provides assistance and protection to vulnerable populations worldwide. Tdh has been working in Afghanistan since 1995 and carries out projects related to Child Protection, Access to Justice, Mother and Child Health, and Livelihood Programs in Kabul & Nangarhar provinces.

Job Descriptions:

Under the direct supervision of the Project Manager, the social worker should have an ethical and deontological approach, the social worker helps to create conditions for the affected population’s children and their families to have the means to be active in their own development and to strengthen the social links and solidarity where they live.

In this context, the social worker acts with the children, families, and their social environment.

  • Improve their living conditions on a social, health, family, security, economic, cultural, and professional level.
  • Develop their own capacities to maintain or restore their self-reliance and help them fit in with society.
  • Identification of the most vulnerable families for Cash assistance as per predefined selection criteria.
  • Identification of locations for CFs establishment.
  • Identification of community volunteers.
  • Arranging training for community volunteers.
  • Coordination with district authorities for smooth project implementation.
  • Decide on the intervention methods together with the beneficiaries and their families.
  • Take with them any action likely to prevent or overcome the problems of beneficiaries and their families.
  •  Mobilise and strengthen the local authorities, the community, and the community organizations to take care of vulnerable children.
  • COVID-19 is highly considered while conducting awareness sessions, meetings, etc, COVID-19 precautionary measures and Tdh guidelines are applied.
  • Support the implementation of the national Child Protection system.
  • The beneficiaries are well aware of Tdh and the project and its activities.

Duties & Responsibilities:

  • Conduct outreach work for the identification of vulnerable children for PSS centers registration and case management for children specific needs.

    • Community child protection activities are carried out within the working area with adults and children.

    • Carry out awareness session about child rights and psychosocial support through CMS with Returnees, IDPs and Conflict affected population targeted by the project and Ensure that they have a better understanding of standard on child protection in emergencies ( CPiE).

    • Collect information and individual record (follow-up forms, individual files, etc.) 

    • Develop good working relation with other aid agencies and the authorities in the working areas.

    • Regular collection of information regarding case studies and success stories and highlight positive changes.

    • Maintain good relation with communities and be aware of the sensitivity about the communities’ cultures and tradition.

    • Identification of community volunteers and community ToTs with the close coordination of community elders and Tdh selection criteria.

    • The community ToTs are trained on CPiE by having prior prepared all training materials and documents required.

    • Referral of eligible children to specialized services/ external service providers.

    • Attend all required internal and external trainings and meetings

    • Report on a weekly basis to the Line manager on the progress of his/her activities.

    • Perform any other identical duty as assigned by line supervisor

    • Together with the beneficiaries, implement an action plan and the methodology for the child protection interventions

    • Avoid dangerous mobility situations by avoiding non-essential or premature moves, favoring secure moves and facilitating the monitoring of the child being moved.

    • Identify the support services, resources and organizations for protection which exist in his/her intervention zone and create a reference directory on child protection (partner visits, reference records, etc.)

    • Be careful not to offend any child in the course of your work ( do no harm)

    • Data collection and maintenance of records on the children database and shared with Data clerk. 

    • Become involved in community life and use his/her understanding of the phenomena of children's vulnerability to influence the local decision-makers.

    Case management :

    • Through the implementation of CMS (Case management System) to take the protection concerns of IDPs, Returnees and conflict affected children and their families in working locations.

    • Develop their own capacities to maintain or restore their self-reliance and help them fit in with society.

    • Decide on the intervention methods together with the beneficiaries and their families.

    • Take with them any action likely to prevent or overcome the problems of beneficiaries and their families.

    • Collect facts and data on the child's situation and fill in the individual file of every child

    • Analyze and evaluate the facts and data

    • Record, notify and refer all the types of abuse detected

    • Take appropriate steps to bring the child relief and protect him/her (protection, treatment, etc.)

    • Decide on the services to provide in the child's best interests ((re-)integration plan)

    • Identify and mobilize useful external resources to provide these services

    • Direct his/her interventions with the goal of finding an appropriate and individualized response to the child's (re-)integration into the community

    • Develop activities which meet the recommendations linked to the psychosocial monitoring of the children being supported

    • Ensure the confidentiality of the data

    • Develop a follow-up plan for the youngster in (re)integration into public schools 

    • Networking visits to other organizations to find out their field of interventions to make referrals when needed. 

    • Assess the level of reintegration (successful reintegration, failures, etc.) and close the cases

    • Identifies and scans environment to determine security risks within an agency, implements security management strategies within program, responds to and manages security incidents, ensures compliance with legal, regulatory. Ethical and social requirements in humanitarian settings.

    Child Protection Knowledge and Competencies

    • Child Protection: Use observation skills to detect any behavioral changes or specific vulnerability in children that may be reason for concern and share these observations with immediate supervisor and social workers team at joint weekly staff meetings to determine appropriate responses.

     

Job Requirements:

  • • Graduated from Social Science or any relevant faculty 

    • 2 years working Experience in similar position with national or international organizations in Afghanistan.

    • Fluency in oral and written communication in English, including representation, liaison and negotiation skills in (Pashto and Dari).

    • Computer literacy and familiarity with Microsoft Office (Word and Excel).
