About Youth's Assembly for Afghanistan Rehabilitation (YAAR):

Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a Non- Governmental, Not-for-profit and Non-Political organization established in 1994 in Afghanistan with the aim to put its efforts in the emergency relief, rehabilitation and development of Afghanistan.YAAR works in partnership with communities, humanitarian and development organizations through a participatory approach for the marginalized communities with special focus on women, children and youth in Afghanistan.

Job Descriptions:

The Operations Officer will assist in coordinating YAAR’s core operational activities to ensure that administrative, financial, logistical, and programmatic functions are implemented efficiently and in alignment with organizational and donor requirements. The position also contributes to developing concept notes, project reports, and operational improvement initiatives to support YAAR’s mission and sustainability.
 

Key Responsibilities:

A. Operational Support and Coordination

  • Support coordination among HR, Finance, Logistics, and Program departments for smooth and effective operations.
  • Assist in the implementation of operational policies, procedures, and systems in line with YAAR’s strategic plan.
  • Facilitate communication and information sharing between departments to ensure timely support for project implementation.
  • Assist the Executive Director in operational planning, monitoring, and risk management activities.

B. Program and Reporting Support

  • Assist the Program Department in preparing and reviewing concept notes, and reports for donors and partners.
  • Support the timely preparation and submission of project progress, financial, and narrative reports.
  • Contribute to project design, budgeting, and planning processes in coordination with program and finance teams.
  • Attend and manage coordination or cluster meetings on behalf of YAAR and ensure accurate and timely reporting from those meetings.
  • Conduct field visits to project sites and provincial offices to monitor implementation progress, gather data, and provide operational support.
  • Collect and compile operational and program data for internal and donor reporting.

C. Financial and Administrative Support

  • Work with the Finance Department on budget monitoring, expense tracking, and documentation.
  • Assist in reviewing financial and procurement documents for completeness and compliance.
  • Coordinate with HR and Finance for payroll, attendance, and administrative recordkeeping.
  • Support the preparation of financial and operational summaries for management review.

D. Human Resource Support

  • Assist the HR Department in recruitment, onboarding, and maintaining personnel files.
  • Support the coordination of staff evaluations, trainings, and policy compliance documentation.
  • Help promote a positive, professional, and ethical workplace culture in line with YAAR’s Code of Conduct and safeguarding policies.

E. Logistics and Procurement

  • Support procurement planning, documentation, and coordination with suppliers and service providers.
  • Assist in managing office assets, inventory records, and logistics operations.
  • Ensure procurement and logistics activities comply with YAAR and donor policies.
  • Help coordinate travel, transportation, and field activity logistics.

F. Compliance, Coordination, and Representation

  • Support compliance with YAAR’s operational, financial, and administrative policies.
  • Coordinate between departments to ensure adherence to donor and organizational regulations.
  • Represent YAAR in internal coordination meetings and external events when delegated.
Job Requirements:
  • Bachelor’s degree in Business Administration, Management, Economics, or related field.
  • Minimum 3-5 years of experience in NGO operations, administration, logistics, or project support.
  • Familiarity with donor procedures and worked with UN funded projects is an asset.
  • Good understanding of HR, finance, and procurement principles in a humanitarian or development setting.
  • Experience in preparing or supporting project reports, concept notes, or donor documentation.
  • Proficiency in English, and fluency in Dari and Pashto.
  • Proficiency in Microsoft Office and data management tools.
  • Proficient in typing in English, Dari, and Pashto.
  • Strong organizational, coordination, and communication skills.
  • Ability to manage multiple tasks and meet deadlines under pressure.
