About Rural Movement Organization (RMO):

Background:    Rural Movement Organization (RMO) is an Afghan NGO with headquarters (HQ) in Kabul. It was established in 2014 as the continuation of the Belgian NGO "Solidarité Afghanistan Belgique" (SAB).
RMO retains the former national SAB management, key technical and administrative staff, and other SAB assets and maintains SAB expertise. It, therefore, is the trusted depository of SAB's nearly 30 years of experience and can smoothly continue all projects initiated under SAB management and take on any new challenges, while assuring the same project quality in these fields as SAB has provided for nearly 30 years.
In 2016, RMO formally became a Geres (an international NGO) partner and jointly implemented a number of projects on energy, energy efficiency, environment, and climate change sectors. 

Mission Overview:
Since 2014, RMO has implemented a number of projects in coordination with Geres and in collaboration with Afghan ministries and local authorities. RMO in Afghanistan mainly focuses on:
-    Agricultural Development, Livelihoods, and Food Security
-    Energy Efficiency, environmental protection, and climate change 
-    Vocational Training
-    Civil Society
-    Literacy & Education
-    Humanitarian and Emergency Aid
Team
In 2023, the RMO team includes 7 permanent and at least 12 volunteer staff. 
Project Overview: 
Adjusting to the current crisis context, rising poverty and food insecurity levels, RMO intends to apply a simple framed approach to disseminate Energy Saving Solutions (ESS) and Food Process and Production (FPPs), optimizing 3 main workstreams in the intervention Districts:
1.    Selection training and supporting job opportunities for artisans from the construction sector to set up ESS and FPPs for selected beneficiaries
2.     Providing vulnerable households with:
a.     ESS for the ones living in an energy-inefficient house with ESS in-kind (solar veranda, Solar cooker, Improved Degdan and Tandoor Cap) 
b.    FPPs: solar dryer, storage, insulated greenhouses ….
c.    Complete training sessions, toolkits, and further support on feed production and process,  
3.    Awareness raising of target populations on climate change impacts & and projects, food production and processing, and related energy efficiency. 

Job Descriptions:

Under the supervision of the Project manager and /or project senior officer, the Institutional Relation Officer (IRO) is in charge of building, maintaining, and enhancing strategic relationships between RMO and the government entities at the national and regional level. 
In coordination with the PM and PO, he is in charge of managing conflict and solving all types of issues the project team may face in the field and with authorities. He supports M&E and PM for institutional reports. 
Institutional Relation
The institutional relations of the organization develop in parallel with the political and security progress of the country. The institutional relations officer is mainly in charge of closely following, observing the situation, and making sure the project, including all members, is clear, and they understand the situation. Under the supervision of the PM and Project Officer, his main duties under the institutional relations section are as follows:
-    Design and develop an institutional relations strategy for RMO; 
-    Builds, maintains, and enhances strategic relationships between the organization and various ministries in the government. 
-    Plan meetings between company executives and government decision-makers;
-    Establish strategic partnerships with local and regional authorities;
-    Build institutional relationships with internal partners;
-    Report and obtain report validation from the ministries and government entities.
-    To the extent possible, deal with the authorities at the regional and national level to obtain authorization for female staff work.
-    Establish a communication strategy with the media and the press;
-    Analyse and assess the situation for female involvement and work (employees and beneficiaries) in the project. Make an option list for project management. 
-    Support the admin finance section on project registration at the Ministry of Economy; report to the Ministry of Economy and Finance; 
-    Timely inform the project management and team members of any progress and changes in state regulation;
Security and logistics   
-    Support and follow up the admin finance section on visa, and work permit process for national and international team members;
Archive and Reporting
-    Archive all letters and documents from institutions, authorities, and stakeholders, make sure all necessary documents are scanned and properly archived (hard and soft);
-    Scan and archive all original docs/reports, related to institutional relations, security, and logistics, of the project / RMO;
-    Immediately report an issue or activity that challenges the project implementation to the PM and/or SPO
Any other responsibilities assigned by the Project Manager from time to time based on the needs of the project or organization.

Job Requirements:

 University degree, from a well-known national or international university in social science, communication, institutional relations, or any other relevant sectors. 
    At least 3 years of experience with UN/INGOs/NNGOs on institutional relations and logistics; 
    Excellent knowledge of project proposals, LFA, and action plans 
    Ability to manage a team and motivate them to implement activities. Capacity to handle multiple tasks at one time and demonstrate flexibility to adapt to a changing environment, capacity to create new tools;
    Knowledge of Institutions and donors’ rules and procedures; 
    Good written and fluent verbal communication skills in Pashto, Dari, and English are a plus.
    IT skills with excellent knowledge of Computer literacy, with a command of the MS Office Suite  
    Good reporting skills and synthesis abilities;
    Good interpersonal skills and ability to work in a team;
    Be adapted to a hard-working environment;
