Job Summary
The Hospital Supervisor is responsible for overseeing hospital operations at the provincial and facility levels, ensuring alignment with national health strategies, EPHS standards, and Ministry of Public Health (MoPH) policies. The role ensures high-quality service delivery, proper resource utilization, staff capacity development, and effective coordination between hospital departments and lower-level health facilities. The Hospital Supervisor works closely with the YAAR management team to strengthen hospital performance and quality of care.
Key Responsibilities
1. Strategic & Policy Implementation
- Integrate national hospital/EPHS strategies, policies, and MoPH standards at provincial and hospital levels.
- Ensure hospital services are delivered in accordance with Ministry of Public Health (MoPH) policies and national guidelines.
- Supervise hospital services and quality of care based on Essential Package of Hospital Services (EPHS) and Basic Package of Health Services (BPHS) standards as a member of the YAAR supervision team.
- Ensure all inpatient, outpatient, emergency, surgical, maternity, and other services operate according to national EPHS standards.
2. Leadership & Coordination
- Assist the YAAR management team in hospital-related issues at the provincial level.
- Conduct monthly coordination meetings with hospital department heads and focal points to discuss progress, challenges, needs, and solutions.
- Participate actively in hospital-related workshops, coordination meetings, and forums at provincial and national levels.
- Identify, address, or refer hospital staff and service delivery issues to relevant departments as required.
- Carry out any additional duties assigned by the supervisor and perform other project-related tasks as needed.
3. Clinical Standards & Quality Assurance
- Ensure all hospital staff (doctors, nurses, midwives, technicians) are aware of and adhere to national clinical guidelines, treatment protocols, and quality standards.
- Update hospital staff on new national documents, guidelines, and MoPH policies.
- Train and support hospital staff in line with national guidelines and quality improvement initiatives.
- Evaluate training needs and identify opportunities to strengthen staff capacity at facility and provincial levels.
- Supervise and monitor quality of care and service delivery to ensure compliance with EPHS/BPHS standards.
4. Human Resources Support
- Facilitate recruitment of hospital staff in collaboration with HR and relevant officers.
- Support performance improvement and professional development of hospital personnel.
5. Resource & Supply Management
- Ensure availability and proper utilization of hospital equipment, medicines, supplies, and tools in accordance with national standards.
- Monitor stock levels and coordinate with relevant departments to prevent shortages or misuse of resources.
6. Referral System Strengthening
- Improve referral and counter-referral mechanisms between hospitals and lower-level health facilities including:
- Health Posts (HP)
- Sub Centers (SC)
- Basic Health Centers (BHC)
- Comprehensive Health Centers (CHC)
- Strengthen coordination between hospital services and community-level healthcare providers.
7. Monitoring, Reporting & Data Management
- Analyze hospital data including admissions, discharges, mortality rates, referrals, and key performance indicators.
- Prepare and submit comprehensive monthly activity and performance reports.
- Use data findings to recommend improvements in service delivery and quality of care.
